This is the EC-130H "Compass Call" variant seen at Davis-Monthan.  The Compass Call C-130's are configured to perform tactical command, control and communication countermeasures (C3CM) for the USAF.  These ships can enter an enemy airspace and disrupting enemy communications through jamming and other means.
