These crewmen are hiding from the weather. Parachutes were put on over the
inflatable life vest (Mae West), since the parachute would be used first then
discarded. Aircrews would often often leave the leg straps improperly attached
for the sake of comfort and mobility. Many crewmen fell the their deaths when
they were blown clear of the aircraft and fell out of their harness because it
wasn't properly worn.
